South Carolina Flood Housing Recovery Program

 
 

In 2015, massive flooding impacted South Carolina, rendering a large volume of homes uninhabitable due to flood, rain and wind damage. As a result, SCDRO and HUD instituted a concentrated recovery program designed to restore or replace the housing stock, much of which was located in the more rural areas impacted throughout the state.

SLS was engaged by SCDRO and program administrator Horne, LLP to act as construction manager and general contractor to manage and execute the housing construction component for the program, which entailed the permanent rehabilitation or replacement of over 1,200 impacted homes. The work included the rehabilitation of recoverable “stick-built” homes, as well as the reconstruction of destroyed homes, either through mobile home or modular home replacement.

SLS was responsible for the management and oversight of design, engineering, permitting, procurement, homeowner management, contractor selection and construction management of the homes, all performed according to HUD CDBG-DR standards and guidelines.
