TXGLO DAHLR Program

 
 

In 2017, Hurricane Harvey impacted the Texas Gulf Coast, with the greater Houston area hit especially hard. Thousands of homes  were damaged and destroyed from storm damage and catastrophic flooding, and an even greater number of homeowners and  residents were left displaced as a result.

In response, the Texas GLO instituted several programs short-term programs to assist residents in returning to their homes as  quickly as possible. The first program (PREPS) was funded by FEMA, with the intent of providing minimal STEP repairs to allow  for sheltering in place. The second program was known as DAHLR, and provided quasi-permanent repairs to homes that were not  completely destroyed, but required more repairs than the PREPS program allowed.

In addition to being a contractor in the PREPS program, SLS was also engaged in DAHLR to perform work throughout areas in  Harris County that were outside the Houston municipal limits, with several homes completed in other counties surrounding  Houston. Working within a $60,000 construction cap per home, the general scope of work included providing residents with the  restoration of one bedroom, one bathroom, kitchen, climate control, weatherproofing and fully functioning electrical and plumbing  systems. Overall SLS tasks included inspections, scope development, homeowner management, subcontractor engagement and  management, procurement, construction and warranty services, with all homes completed within a five-month time-frame.
