hurricane harvey response 2017 - 2018



In summer 2017, Hurricane Harvey made landfall in Texas, bringing massive flooding and damage to the state’s entire  Gulf Coast. The greater Houston region was heavily impacted, with thousands of homes rendered uninhabitable due to  high flood waters and resultant structural, electrical and plumbing system damage.

In response, FEMA and the Texas GLO instituted the PREPS program, with the mission of providing basic STEP  repairs to eligible homes and allow residents to return home quickly. The scope of work focused on repairing  residences where homeowners could utilize their kitchens and have a functioning bathroom. Allowable costs per home  were capped at $20,000, and the intent was for feasible sheltering in place until permanent repairs could be made.

SLS was engaged to perform services in the program, with housing assignments in Harris, Brazoria, Liberty,  Montgomery, Galveston, Fort Bend and Chambers counties. Tasks included conducting initial inspections, developing  scopes of work, scheduling, homeowner management, material procurement, subcontractor engagement and  management, conducting final inspections and providing warranty services. All work was completed in a six-month  period at rate of approximately 60 homes per week.
